Introduction

This course  aims at discussing the relevance of providing accommodating shelter and even settlement in cases where natural disasters happen. As the number and complexity of disasters is growing, governments and Donors are making great efforts in increasing their technical and financial preparedness in addressing disasters whence reducing risk and vulnerabilities as well as adapting to changes in climate. The course aims at equipping learners with skills and knowledge on how to respond to needs of shelter when a natural disaster happens. At the end of the course learners are expected to have garnered skills and practical expertise on shelter and settlement policies, methods, tools and procedures in the humanitarian system.

  1. Practical knowledge for shelter and settlement design, planning and programming in disaster, crisis and developmental setups
  2. Shelter cluster system
  3. Creating shelter needs assessment plans
  4. Evaluation of the roles of humanitarian actors in promoting sustainable and resilient shelter
  5. Operations of humanitarian agencies in post disaster situations
  6. Scenarios demonstrating cultural, environmental and social awareness and the ethical practices relating to shelter
  7. Understand the range of possible impacts of settlement and shelter upon local, national and regional security, protection, community relations, public health, natural resource management, and other sectors of response such as water supply.
  8. Understand the range of transitional settlement options available for support, including host families, self-settlement, collective centres, camps, and reconstruction following conflict and natural disasters, and how these options can be combined into a strategic response for an affected population and their hosts.
  9. Understand the mechanisms and phases of coordination and response, assuming that non-specialist representatives and country managers often make the most significant decisions for transitional settlement and shelter, and assuming that assessment and participation are key to programme success.
  10. Understand the relevant standards (Country specific, Sphere and UNHCR) and best practice in the use of these standards. Gain an overview of how to develop and manage programmes in areas of natural and man-made risk, such as earthquakes and floods, and in hot and cold climatic conditions.

The course is taught through a mix of practical activities, theory, group works and case studies. Training manuals and additional reference materials are provided to the participants.All our trainings are planned and presented in collaboration with relief agencies and specialist organisations. Informal exchange of experience is a vital part of every course. Trainers with vast experience in relief work and humanitarian sector are a part of the training team.
