In 2017 Maarifa Consult was contracted by SEATIN    Uganda under  Governance, Accountability, Participation and Performance (GAPP) funded by USAID & UKAID to conduct a baseline survey for Local Government Revenue Mobilisation, Allocation and Utilisation Processes: A case of Kitgum, Lamwo and Pader Districts.

The baseline was conducted to analyze the local government revenue mobilization, allocation and utilization, the trends of Locally Raised Revenue (LRR), citizen perception of revenue generation, allocation and utilization in Kitgum, Lamwo and Pader district. The study findings will inform SEATINI-Uganda and her partners about the current status of domestic/locally raised revenue in the three districts. Also, the findings will facilitate advocacy and policy actions towards enhancing opportunities for local revenue mobilization and accountability for improved service delivery at local government levels. Besides, the findings of the study will help to adjust the program’s implementation design to the reality on the ground. The following are key study objectives

  1. Examine the context of the local government revenue mobilization from FY 2013/14 to FY 2015/16; identify sources of revenue and how collected revenue is allocated to specific sectors; case study of Kitgum, Lamwo and Pader districts.
  2. Assess the capacity needs of the Local Government to identify, allocate and utilize local government revenue.
  3. Analyze the trends of domestic revenue locally generated and other sources from 2013/2014 to 2015/2016 financial year in Kitgum, Lamwo and PadeR
  4. Analyze citizens’ perception, attitudes and participation in revenue mobilization and allocation processes
  5. Give recommendations on key areas in policy and practice to strengthen local government revenue mobilization in Kitgum, Lamwo and Pader in a fair, sustainable and accountable manner
