Policy, Procurement policy and Fraud policy, existing analysis and literature of the policy process at national and local level.


In 2017, Maarifa Consult was awarded a contract to undertake an assignment to review and develop Operational Documents for AFOD South Sudan and some of the documents developed include; HR Manual, Procurement manual, Assets manual, Security manual, Finance and Accounting manual. The exercise of review and development of operational policies for AFOD South Sudan was conducted in a participatory manner, with the active involvement of the management and staff of AFOD South Sudan and other key stakeholders. Some of the tasks undertaken include;

  • Reviewing/developing AFOD South Sudan Human Resource Policy, Finance.
  • Policy, Procurement policy and Fraud policy, existing analysis and literature of the policy process at national and local level.
  • Reporting progress on regular basis.
  • Production of deliverable in accordance with the requirements and time frames of the Terms of Reference.
  • Conduct situation analysis for AFOD South Sudan Policy environment.
  • Conduct in-depth review of AFOD current policies and guidelines.
  • Draft the AFOD South Sudan Operational Policies to be presented to senior management, Board of Directors (BOD) and some key stakeholders.
  • Submit the Final policy documents.

In March 2017, Maarifa Consult team was awar Uganda Kalangala Infrastructure Services (KIS) Lead Consultant Developed a strategic Plan for Kalangala Infrastructure Services (2017-2021).
